With the newer more powerful desktops, the fans usually run a max when you first power it up -- but that should only last for a few seconds.

 

If it lasts longer, the most likely culprit is Windows Update -- which is known to drive up the processor load -- sometimes to 100%. That can cause the fan to run loud and continuous for some time.

 

To see what is running, press Ctl-Alt-Del key sequence to run Task Manager and when that opens, sort the tasks by CPU usage.
