The most common culprit for 100% CPU usage is Windows Update -- but even if you have automatic updates turned on, and early updates turned on as well, this should affect you at most twice a month -- when the patches come out on one Tuesday and when the Previews come out a couple of weeks (or so) later.
You would have to use Task Manager to determine what tasks are running when you hit this 100% and if there are any of those you can disable.
