Can I charge my hp envy 13 ad 114 ur via a type-c port?

You should be able to charge by way of one of the USB 3.1 Type-C™ Gen 1 (Data Transfer up to 5 Gb/s, Power Delivery, DP1.2, HP Sleep and Charge) ports.

 

The issue is that the power adapter needs to be at least 45  or 65 watts. 

 

A mobile phone charger will not be able to supply enough power to properly charge the lithium Ion battery in your laptop.  The wall charger for my Samsung Flip-Z only provides 25 Watts.  That is perfect for the phone ,but not for my Spectre  x360 13t laptop. 

 

Multiply the output power in amps by the output voltage to get the output power in watts. That is the  P(power) = I(amps) x E(volts) formula.

 

Charging the battery with a low powered  power adapter is not good for the long term service life of your laptop's battery.
