HP EliteBook 650 15.6 inch G9 Notebook PC (4D172AV)

I have a Windows 10 USB ISO that works fine on another notebook but on Elitebook It doesn't boot up. Secure Boot is turned off, and HD has been wiped. How can I boot the ISO image? Only screen I get is the HP Wolf Security logo and just sits there. 

On another occasion I got HP Recovery screen where it says your PC/Device needs to be repaired, error code 0x0000017. You need to use recover tools....etc.  How can I get these tools?

You can use HP Cloud Recovery Client that creates a bootable recovery usb drive that reinstalls Windows, drivers and HP software and apps. Click the link below for more info.

You can download the recovery tool from your model's driver download site (it's in the "Software-Security " section).

If you use another PC to run the recovery tool, you'll be prompted to enter your model's serial number which is found on the back cover of your laptop.
