I have a 30L omen pc and I just put in new fans to help with cooling, but my pc isn't supplying the fans with the right amount of power to make them work efficiently, I also have a new 600W power supply.

The speed of a fan depends on where the power lead is connected.

 

If it is connected to a fan header on the motherboard, the OS controls the speed of the fan and it varies by demand.

 

If it is connected directly to a power lead from the Power Supply Unit (PSU), there is often a slider switch connected to the fan by which you select slow, medium, or fast speed.

 

There is an app called SpeedFan but it monitors temps and fan speeds and I do not recall it being able to SET fan speeds.
